If broker restricts all buying they must inform the SEC in writing why they restricted trading, but as long as they only restrict online buying but allow phone buying it is legal so what if it puts downward pressure on the pps. tough for the little guy. When scottrade has driven the pps as low as they and nite need or want the retriction will be lifted and the pps wiil rise. Until they decide to take their profits and drive it down again.
