Iraq with all that oil had a GDP of $87 billion in 06.
Afghanistan with whatever they do had a GDP of $21 billion.
https://www.cia.gov/cia/publications/factbook/rankorder/2001rank.html
So before Afghanistan lopped 3 zeros and had 13 trillion in currency, only about 70% of what Iraq has, they had an exchange rate about 3 times higher.
So… with ¼ the GDP of Iraq
And with only about 70% of the currency Iraq has
An exchange rate about 3 times higher sounds just about right.

Now currently Afghanistan has an M2 figure of about 58 billion.
Compared to Iraq 18.5 trillion, that is 318 times less currency.
Afghanistan’s .02 exchange rate times their 58 billion results in a money supply worth $1.116 billion.
Iraq’s .00078 exchange rate times their 18 trillion results in a money supply worth $14.43 billion
So Iraq’s currency has about 13 times more value than Afghanistan‘s.
Iraqs GDP is only 4 times more.
One could argue that Iraq’s currency is overvalued compared to Afghanistan’s.
