When NEWT wants shares they will jump to ..

best bid. When they are not in the market for shares they will simply drop their bid well below the prevailing rate - as in Friday's drop to .066 when others were bidding .09.

Can't base buying decisions on where NEWT stands at a point in time.

As I mentioned previously with IELM last year - mm BRGE was on the bid and well off the bid for 2 months before the stock 10 bagged. As long as you see NEWT "lurking" you can feel comfortable.
