It raises question as to why on a Friday. Obviously so as to have it sink in and let people think about it. Outstanding also does not mean it's out in the float and trading freely. So where are the shares? These questions I'm sure will be asked by some on Monday. Who knows for sure, maybe they were in a hurry and forgot to finish the PR. But from Friday's trading, it was orderly and we are not the first to see this PR: we never are the first to see any news.
