I'm not to sure about one of your facts Xeno:

Fact: CDEx never had a contract with the US Army or Army Corps of Engineers.

Fact: Malcolm lied and said they did in a PR.

The PR was cleverly worded to imply that CDEX had a contract directly with the Army, but it was never explicitly stated.

Weasel worded MalSpeak, Yes.
