Regarding the REGDEX filing on 12/8/03 (Monday). I've been doing a little research and found out that sometimes companies use this vehicle to provide free shares to stock promoters, especially after issuing dilutive financing.

Form D must be filed within 15 days of the issuance of REGDEX shares. Note that there was a REGDEX issuance within 15 days of the announcement of the Series D and within 15 days of the Series E financings. Coincidence?

If you do a search for REGDEX on iHub's public messages, you'll see that most investors/traders find them to be a very bad thing.
