Just thinking out loud here,

Just maybe they needed Jarco to get the actual blending accurate, now that it is correct and all the i's are dotted and the t's are crossed., ITKG and Jarco feel confident that NOW it can pass a third party testing. Where as Before the product might not have been consistent.
