I can't say for sure what this prospective buyer would offer, but I do know that commodity prices do affect bid offers. When our company bids an electrical project, we enclose alternates pertaining to the spot price of copper on the day of the bid. Future increases in copper are billed to the customer and they are routinely accepted, since it is a factor beyond our control.
