This contact, let's call him Harry, likes to play the stock market and "I mean in a big way".

MP offers Harry $150K worth of free trading CDEX stock in exchange for a $75K subcontact which is connected to the Army contract.

MP can now claim CDEX is being funded by an Army cortact. Harry can dump his shares into the open market and even enjoy a PPS increase from the PR making the $150K worth of shares actually increase in value.
