Awhile ago, I remember a stock that behaved like this. It turns out they were shorted heavily. It traded near .001 for awhile. I don't remember exactly what they did, but it involved a CUSIP change. The day before it went through for good, it shot to .25 on huge volume. Presumably the shorts. This thing used to trade around $1.50. Things are certainly better now than they used to be. I think shorting is the only explanation for this.
