How about a petition that states something like this:
"We the people of this petition are requesting an emergency action of the SEC to combat the financial sanctions being used to break the backbone of our financial foundation. Thus suspend all short selling the flaw within our stock market and adopt a "No Own - No Sell" policy that requires all ADR selling to produce a electronic certificate of ownership.
We are curious how low the SEC is going to let the off-shore influence and greedy hedge funds going to allow our market to fall, ZERO, before this action is taken."
