I think 100+ mln shares were owned by insiders of former shell - Bio Tracking Security. They got them during reverse merger of Nord Oil in 2005, and they become unrestricted in 2006. Again, I remember reading some links to corresponding SEC filings, but don't have them right now... So, it's just IMO.
