Wouter, vendors like nVidia who create reference boards do not also manufacture these boards. They simply work with one of the ODMs for manufacturing. Therefore, if all nVidia owns is the design IP, then all they could conceivably charge is for the license to use that IP. It's a business model decision, and as far as I know, vendors like nVidia do not charge licensing fees for their reference board design, but rather give it out for free to encourage other ODMs to make boards for their GPU.
