DTC alerts ARE, by their very nature, global. They control ALL electronic shares for ALL issues traded in the U.S. markets, which are traded globally.
Penson's choice of words was WRONG by saying there was a "halt," PERIOD, as there was NO HALT.
I don't think anyone could really argue that it wasn't a "global alert," but the characterization by Penson was totally BOGUS.
