Sounds like the DTC is trying to protect their cronies with that alert. "Pssst... quit playing grab ass in the high grass and restrict trading immediately if you don't want to get caught with a big PPS in your shorts..."

SEC is like the big brother who likes to point and laugh but is not going to necessarily put the brokers out of their misery.
