Look again. There are changes. Any changes in float, we don't know but I think there has been (from experience and trading activities/volume) either all or part of 58 million shares increased got put into the float. But of course that is my opinion. The fact reminds, the company increased O/S after they promised to reduce and not going to issue more shares (per March 12 PR)
