smurf., usu. your theory may apply to 'some' stks. or else, the old saying : Sell on News, Buy on Rumours.

But can u see the 'momentum' built up already ? Once the news/stk. built up the momentum, it'll go for awhile and if the Neom mgmt.or George have 'stuffs' line-up already (and smart enough) to release the 2nd round of PR, Neom price will go for the 2nd level. jmho.
