Garr Winters called me back.

He conceeded that the O/S has increased, and in fact said it might increase up to 6B shares, but he said he wouldn't call it dilution.

What he said was that CashNow has been giving shares away for services, while at the same time buying back shares. I asked him why not just pay for services with cash instead of increasing the O/S, and he said that some of the people providing services (he was vague on this) preferred to be paid in stock.

He also said they've been looking at a OTCBB company for a R/M.

All FWIW. I'm looking at the charts, and it has to hold the 50MA or we'll have a nice buying opportunity soon. I'm kind of hoping the dilution drives the PPS down, actually.
