Possibly the MMs moved the price down to encourage more volume.
Scottrade shows no trades @ .0019 and the bid/ask was moved up to the current .0020/.0021. With the lack of positive news i.e. launch, etc. it seems reasonable the usual attrition caused by the 'greener pastures syndrome' might move the PPS lower before heading up.
