Return the scammy stocks to the pre-computer world where trades have to be made by telephone. That should slow 'em down enough to make the whole operation impractical.

You seem to be one of those fools who exaggerates and then believe your own exaggerations. I challenge you to find one, just one instance of an enforcement action or even private litigation where its claimed that compensation was given to third parties for message board postings that encourage a declining price.
