Bear,
Several years ago I tried internet telephony thru dialpad. It was free but since I had dialup there were gaps and lag in conversations so I discontinued trying it. Just checking dialpad's website I now see it's not free anymore.
It's got lots of potential with broadband now becoming available most everywhere but I don't see it working with dialup to any acceptable quality.
