The sale by the insiders is evidence that there have not been any decisions by the FDA or on a partnership agreement. If there were any decisions already made, they would not be able to sell these shares as there is material information that is not public.

This means we will have to wait a little longer to find out about a partnership agreement or FDA approval. My guess is they wanted to sell now before the window closed again by getting definitive information on either of the above events.
