Guess it helps to have some time on your hands to re-read press releases. By re-reading the 3/19 release I became aware of a fact that I had missed previously. Previously I was under the impression that SREG was to buyback the 30m shares but was not obligated to. After re-reading it the word "WILL" jumped out at me.

A final clause added and approved by the two Boards of Directors
specifies that Siam Renewable Energy Group will acquire up to 30 million
shares in the open market to a maximum of $1.00 per share and said "buy
back" is to begin immediately.
