Not sure Jerry O. I thought it always is, but bonds are trading in the morning, and econoday calendar doesn't say the market is closed. It just days it is a holiday, but banks are open and there is economic news being released throughout the day. When the market is closed for a holiday, the econoday calendar clearly says so.
