Go ahead, on manipulative side if terrorist did pre-planned shorts that will be known and SEC can act, but on investment side without short sales there will be no covering, the extremes of the market and ability of the market to build in far more pessimism than it is required is the basis of long term stability of the markets, take that out and one becomes a part in making of a bubble.
