There is no way the CEO of a company this size wouldn't know every detail of a 25 million dollar contract. In fact, the one time I spoke with him he claimed that the purchase order had been filled and that they were waiting on one payment. That was in Jan.

My guess is he knew the contract didn't exist when he made it up. Of course this is just my humble opinion.
