Chaos, this is what I have been talking about. This is not bashing but a good question. From what I understand they can not do an IPO as that is a Initial Public Offering and they are already trading. What they can do is an Secondary Offerings and that is what they have been doing. Hope this help and if I am wrong maybe others can give you a better answer.
