Fraud is the right term. They all think they can fool everybody forever.
If he repeatedly releases share-buy back programmes which apparently never occured while you need off-shore loans because you are out of money, that´s fraud.
If he announces audited financials and nothing happens that`s fraud too.
And then, we have around 50 other fraudulent Pr´s from which not a single one ever came true, then, you can talk about fraud.
If a certain poster calls this libel, one should wonder from where he is coming.
