A shareholder is defined as:

A company like scoTTrade is a Shareholder of Record for PLNI. That is why many received their recent Proxy from scoTTrade and not directly from Plasticon. They hold securities on behalf of a customer, a beneficial owner, usually to facilitate subsequent transactions. They are usually held in Street Name for margin accounts, and in Owners Name for cash accounts. Street Name securities can be loaned by the brokerage for shorting purposes. Securities not held in street name cannot be loaned out for shorting.

So it is expected that even though the number of Shareholders of Record is small, the number of shareholders can be quite large. scoTTrade might have 3000 Beneficial Owners of a stock, but is a single Shareholder of Record of the security.
