Turek has stated numerous times in the past that a R/S will not happen. If PLNI is going to apply for the AMEX then I assume either of the following 2 scenarios will happen:

1) PLNI does indeed R/S shares to improve the share structure to acceptable levels for the AMEX.
2) PLNI is in fact going to honor it's word and buy back shares. Right now is obviously the time to buy back.

At this point I think Turek needs to come clean and formally announce a buy back if that is the intention. I believe he owes this to the faithful longs that have ridden this out.

In my opinion (and I know I am not alone) share structure is the major thing they need to focus on now that they have caught up w/ their filings.
