kpf, I was referring to the reported figure, as

Firms are required to report their short positions as of settlement on the 15th of each month.

Considering the broad consensus that AMD will go lower, I´m surprised that figure isn´t higher.

Besides, what makes you think that banks don´t have to report their short positions just like everyone else?
