Well we don't know right now do we. But whoever said this had to be sold exclusively in the U.S. Perhaps someone else would be willing to buy it outside the U.S. Also My opinion is that they are buying back shares already, to give to whomever is backing this huge play. Do we need FDA approval to sell outside?
