well I can think of 2 scenarios.. neither may be right, but here goes...

Jim puts out PR about the deals thinking that a deal will go through. They don't go through obviously but, he can't go back on himself, because he already told the first lie. So he makes up more and more lies to cover up the first lie.

second scenario is that he sees easy money in the pinkies and thinks that he will never get caught. He'll just keep on producing lie after lie, and assuming the investors don't ask too deep questions or start investigating.. there won't be any problem as there will always be buyers for a stock based on false information.
