Think about this, if the rumors are true! (the rumor that is...LGOV has once again brought a tanker to Viet Nam, just to be told that there is no money to pay for it. So they had to unload the tanker on a 3rd party for a loss, or some other insane business deal...this is where the rumor gets really muddy.)
#1. You don't load up a tanker of fuel and ship it to another port without a letter of credit from your buyer showing they have the money to pay for it.
#2. Before the tanker leaves port, you have a down payment from your buyer (and the transfer of money should trigger a report to the SEC).
#3. If, you get to port and the buyer backs off...there should be a law suit, not a threat of one.
