There are laws against FTDs on the pinks but the rules are rather toothless. The regulation states that it it a violation to knowingly fill a bid without the intention to secure shares to fill the open positions left by any sale. The way the rules are written it's too easy for MMs to claim "I forgot I left that open position" of 100K shares at .05 3 months ago. Sorry. I guess I'll go ahead and fill it at .0005."
