Yes, I was going to look a little further into that, but I do believe the company can purchase a large bulk sum at a reduced negotiated price, and if done at these levels, will not affect the PPS in the slightest...
I recall a company I was trading in a number of years back that bought 800M shares for .01 on the dime... now what strings were attached, I don't know, but the deal significantly impacted the PPS...
