The tracking of these pateients has little to do DIRECTLY with clinical experimentation. It's mainly a way to track who is on the drug so they can continue to distribute to them as patients can not miss treatments. This is a country that doesn't have a CVS drugstore on every corner nor high speed internet access for ordering via UPS. Something as simple as getting to a distribution center or to XKEM headquarters can actually be challenging in many ways...transportation, money, personl obligations like a sick family member or drought, etc etc can prevent a patient from returning to the facility to get his/her next batch of pills.
