Can someone explain this chart to me?
It seems like it displays only the total amount submitted and not the actual amount accepted.



According to the Fed Reserve of NY website,

A Total of 44.950 billion was submitted but only 10.75 Billion was accepted.

Wouldn't this chart be more informative knowing how much was actually accepted from the feds?



I guess I don't understand the point of this. Does this mean that the Feds are trying inject a lot of liquidity/money out but only 25% of that liquidity was accepted? I also notice everytime the feds try to inject a lot of money out there the market rallies or is that not accurate?
