I just had a thought -- rare, but it occasionally happens:

The missing $25 million or whatever it is ... what if it went to pay off certain peeps who had clear inside knowledge about the perps and their activities? Not just jmarcine (if she did indeed get paid off for being quiet, as was rumored) but some of the people involved with the loch players very early on.

Possible?
