The problem is that this CEO keeps missing on his targets. Were't we suppose to hear about the JV a few weeks ago. Many things he's does keeps getting delayed and then the share price pays for it. He keeps expectations rising until he doesn't meet them and then the stock gets punished. He needs to try a different strategy.
