Yes,they have a borrow ahead of transaction plan,and tollerate no "fails to deliver".Over here it can go on for years,as has been proven. The sec has fined some companies for releasing sometimes twice as many proxy votes than shares to cover those votes,one instance saw a company release figures of some8.7million votes on 4+million shares.
