I depends how you read todays news:

VP Mike Palmer stated: "By doing the necessary filings to become a reporting issuer, our Company's presence is further legitimized and will assist us in enhancing share value and attracting the capital necessary to carry out our current and future projects."

You can also view it as:
"The company is incredibly undervalued - It doesn't make sense to dilute at these prices! At first we have to bring the share price in the higher pennys and then we can sell some shares"
