When the SEC amended the Rule 15c2-11 that governs the publication or submission of quotations by broker-dealers...it states that when a stock is moved to the EXPERT Market that the price of the STOCK is NOT ALLOWED to be displayed publically...IT DOES NOT STATE ANYWHERE THEY ARE UNAVAILABLE TO INVESTORS to buy or sell.

If the Broker is approached by a shareholder with an 'unsolicited' offer, that is to say they do not advertise the price and we still take the initiative to contact them of our own volition to make the purchase....that is allowed

Despite the restrictions on who can view quotations, the Expert Market does not impose restrictions on who can trade securities. Rule 15c2-11 governs a broker’s ability to submit, publish or distribute quotations (i.e. bids and offers) in OTC securities. The Rule does not apply to the underlying transactions or the ability of an investor to buy or sell a securit
