yes they do...

"It’s simply cheaper to make silk overseas."

the military does not want to rely on overseas production of anything they need...they want and need spidersilk...they want to do it domestically...and thats not just spidersilk..its ANYTHING they need...they already know the cost to make ANYTHING in the US will be higher....but the cost of losing access to needed products from overseas will be FAR higher when the need is greater or urgent...
