Article appears to be message board about open source software such as OpenOffice relative to an initiative in Paris, France High Schools to provide them with USB flash drives to allow them computing capabilities even if they don't own a PC or laptop, but can do school work at I-Cafes, friends, relatives etc who have PCs, laptops and internet access. I'll assume Brady was looking for a lead to sell USB Flash Drive to the schools in Paris.
