According to the Director of the Secret Service, Kimberly Cheatle, the roof on the AGR building was too slippery to place someone up there due to *safety considerations*.
Apparently, an untrained, 20 year-old, maniac, man-boy was able to overcome those OSHA guidelines which leads ~The COSE to believe Ms. Cheatle is confused about which agency she oversees.
