Gawd! Without implying, suggesting, or accusing, or anything like that, there is an old adage, something
like, when looking for why it's useful to consider who stands to benefit the most from violence like this.
"But the people who were supposed to be guarding that perimeter the shooter was outside of, and were further supposed to make sure they control any high ground or tallish buildings, seem to have fallen down on their job badly. They seem to have been a mixture of people from several different law enforcement agencies."
There is talk here that it's a tragedy, so sad, terrible, yet it's not so surprising because political violence is so common in that country.
