The simple answer...Shares outstanding is just another name for shares held by the public.

It is how many shares exist for trade, although often, in many companies, some of these shares can be restricted.

But, as far as I know, there are 25 million shares that can be traded...so many, many people are holding...the volume is sooooo low.
