He's talking about the Defense Logistics Agency and General Services Administration both of which handle sourcing and purchasing for the military and govt agencies respectively. Of course he could have just said that but ......
I wouldn't get your hopes up of ECSL having involvement there. They don't sell fuel for one. And of course this arena is dominated by the majors. And ya think ECSL will get a piece ?? LOL.
ECSL might land a major petroleum company as a client for the terminal who might supply govt installations in the area. But wouldn't count on ECSL being a "supplier" to the govt.
You need to think logically about the realities of what ECSL is until something drastically changes.
