Think of it this way, if they have to review it because it was awarded with BDD designation they wouldn’t review it and approve it and say nothing for 30 days. That’s wasted time to get it into trials then in to public. Defeats the purpose of BDD if they delay for no reason.

Now if it legitimately takes the full 30 days to review prior to decision then that’s different. So it can happen anytime between now and the end of the 30 day period. IMHO
